Scaffolding jobs in Norway: §17-4 tiers, rates and rotation

The statutory minimum on Norwegian sites is 264.32 NOK/h for a skilled worker (fagarbeider), 249 NOK/h after one year in the trade and 239.61 NOK/h as a starter. Experienced scaffolders we place typically get 270–300 NOK/h, about €25–€27. These floors are law and apply to every worker in Norway.

Norway grades scaffold competence by platform height under chapter 17 of the work performance regulation: §17-2 for scaffolds of 2–5 m, §17-3 for 5–9 m and §17-4 for anything over 9 m. The lowest tier needs 7.5 hours of theory plus 7.5 hours of supervised practice, documented by your employer. Foreign scaffold training counts as documentation, but your employer is responsible for checking it matches the Norwegian scope, so bring your certificate with an English translation.

The §17-2 tier (scaffolds of 2–5 m) is quick to complete, and your assembly hours count toward the higher tiers. It's a real route into a trade where experienced scaffolders earn 270–300 NOK/h.

Honestly: not through us, and not easily. A US citizen needs a Norwegian employer to sponsor a residence permit for work through UDI before starting, and those permits mostly go to roles that can't be filled from the EU/EEA labour market. We only place EU and EEA citizens, who need no permit at all.

If you're an EU or EEA citizen: no. Norway is in the EEA, so you can take a scaffolding job without a visa, work permit or sponsorship. You register with the police once if you stay past three months. Non-EEA citizens need an employer-sponsored permit, which we don't arrange.

In construction: scaffolders with §17-3 or §17-4 competence, formwork carpenters, concrete workers, carpenters and electricians. Industrial scaffolding around shipyards and process plants recruits steadily because rotation crews turn over. Outside construction, fish processing and transport hire year-round.

The statutory minimum is the same everywhere. The difference is hours: shipyard and industrial jobs run rotation schedules with long days, and every overtime hour pays at least 40% extra by law, commonly 50% under collective agreements. Two offers with the same hourly rate can produce very different months.

On a 2/2 rotation you work about 183 days a year, on 2/3 about 146. At the same hourly rate, 2/2 gives clearly higher yearly gross, while 2/3 gives more time at home per rotation worked. Check the contract, in writing, before you travel. The Norwegian norm: the employer or we help you find a room, and you pay the rent yourself, typically 5,000-5,500 NOK a month. Some industrial rotation jobs include food and lodging, but that is the exception, not the rule. The law limits what can be deducted from wages for housing.

No. Basic English covers communication in the crew, and many Norwegian sites work in English. You also have the right to a contract in a language you understand before you leave home.

Scaffold systems (Layher, Haki, Plettac), components and fall-protection gear come from the company. Most scaffolders carry their own basic belt: ratchet spanner, level, hammer. Requirements vary between companies, so ask before you travel and get the list in your contract.
